The Second Youth Congress was held in three locations. The first session was held in Katholieke Jongenlinen Bond building; the second session was held in Oost Java Bioscoop building; and the third session was held at Kramat Raya Street number 106, a boarding house owned by Sie Kok Liong. The objectives of the Second Youth Congress are to unite the dreams of all Indonesian youth associations, discuss several problems with the Indonesian youth movement, and strengthen national awareness as well as the unity of Indonesia.

On that day, the Indonesian Youth Associations agreed to formulate three promises which we know as Sumpah Setia and now known as Sumpah Pemuda. Sumpah Setia was recited by all young people which reads:

  1. Kami Putra dan Putri Indonesia mengaku bertumpah darah yang satu, tanah air Indonesia.
  2. Kami Putra dan Putri Indonesia mengaku berbangsa yang satu, bangsa Indonesia.
  3. Kami Putra dan Putri Indonesia menjunjung bahasa persatuan, Bahasa Indonesia.
